Who gave Osama Bin Laden the Power and Weaponary?

Should the persons who gave him power be punished for building up a person who is terrorising the whole world ?

Osama Bin Laden - This is a pic of OBL, the worlds most hated and feared terrorist.
Only the people who have been giving him stuff recently. The CIA originally trained him and gave him weapons to be their puppet and help to control the middle east. Either it backfired and he cut the puppet strings or he is still under their control and they are seriously screwing this country over. Its hard to tell. I hope that he is working on his own so that this country can't be to blame for his behavior.
