What is the most effective time out you have found?

Ok parents and care givers I am a mom of 4 and you would think by my youngest who is 4 I would be a pro. Well I wish. My youngest is the hardest of them all. My husband is trying to put her in the time out chair but he keeps talking to her and not ignoring her. He has a hard time just ignoring the crying and the wining. Does any one have any ideas of other time outs that he can try with her where he will not be so frustrated.

Is it possible to do the time-out in her room? We've found with our son that if he is not in the same area as we are when he is in his time-out, that he tends to quiet down quicker, and that it's much less tempting to respond to his outbursts while he's there.
