My dog is really boistress and barks alot. Also my neigbours don't like her.

I got my dog from the SPCA when she was little. She was a really sweet dog until she met the next doors dog then she started jumping and barking at everyone. She gets way too excited. i dont understand though, the next door neigbours dog doesnt even jump. My next door neigbour throws stones at her aswell! I dont throw stones at their dogs! I feel sorry for their dogs because they lock them up in a cage all day. Its really sad. HELP!! i need to get my dog under controll!
