If I have concern, why not.
This is normal in a meeting and you can observed that after the meeting, some of the attendees has a lot of clarifications or questions telling to other attendees. Why did not ask during the meeting in the first place?
People sometimes did not want to get wrong to their ideas or questions. Yet, there is no wrong questions or suggestions during the meeting isn't it.
So for me, as long as I have issues that need to clarify, then I raise my hand and speak.

I would if I am confident about what I am about to say and that wwhat I am about to say will benefit the rest of the group, or reflect the sentiments of the group. I've found out through experience that speaking up makes the whole discussion wrap up quickly and gets everyone the answers they're all hoping to hear. I've chickened out before and got frustrated that the people whispered their confident opinions behind the back of the speaker, and because I didn't get the info I needed because no one dared to raise their hands and speak up, I made my choice starting that day that I will speak up because there's more benefit to it than in keeping my silence.
