Do you try to stay on a budget?

With the economy the way it is, do you try to stay on a budget? My husband and I try to but it always seems like my husband needs a tool for work or the kids have outgrown their clothes. We have a jug that we save our loose change and dollars bills in which definitly comes in handy. But it always seems like something breaks or needs to be replaced and then your budget goes right out the winsow. We are always saying we are going to get on a budget and stay on it but we always have problems even starting one.
So how does everybody make their dollar go a little farther and how many of you are actually on a budget?
What are some tips to save money that work for you?

Folks:
Let's face it, it is Murphy's Law, like you said a tool for your husband, the kids (knock on wood) tear their dress pants before a wedding...anything can happen and its never something that you can replace at the dollar store.
THE TRICK: Make Murphy and Yourself the most important bills. Put $50-100 aside a week for Murphy so you don't have to take from a bill (the Emergency Fund to cover unexpected expenses that can't be fit into a budget). Pay Yourself money each week toward your retirement or other long term savings. Avoid spending the long term savings.

ofcourse budget is needed for this changing econonmy... i even though not following a strict budget but will follow from now as i got a job which is far from my home... we are about 5 of them going to stay there and so we have planned a budget for survival as the salary is much less compared to the life style of that city...

yes i do. even if i'm not a mother or something i do stay on a budget. i only buy stuff which i needed and not wasting money on stuffs which are not important.
