The Dragon's definition of a bureaucrat:A small person with a big book, desperate to cover his own butt, pass the buck and hold on to his job. Let's start with the Roads Department: They will harass a small Mom-&-Pop shop on the side of the road because people park in their road reserve. Said 'reserved' parking area is perfectly safe, wide enough for 3 trucks to park side by side and fenced off from the road itself. BUT, just 50 meters down the road, there is a spot where stormwater has undermined the road itself right up to the shoulder, with a 15 meter vertical drop! AND, gras on the verge of the road grows up to 1.5 meters high, which is where scoolkids have to walk to get to school. The grass is taller than the kids, and they are in grave danger from passing traffic. Let's hear the duckspeak (quack..quack) from the bureaucracy? The Dragon.
