you can try this site... http://www.e-learningcenter.com/freecourses http://www.educationonlineforcomputers.com http://www.jidaw.com/certarticles/freeelearn.html i dont know if they issue certificate but they do help... the e-learningcenter does issue certificate (a general one) you only have to change the name in the certificate.
