well as far as i know when u work overseas spclly here in singapore u will get a pay depends on ur degree and certificates, experience and performance as well. take note 1st educational attainment is one factor. u can feel it rght away once ur applying for a job.same goes to experience as well.and how u performe on ur job.position is just a work description which describes ur scope of job. but over all compensation depends how u perform and ur back ground. its like buying a diamond, yah may b same in weight but its the quality, clarity and cut is different

Well, you've go to know why is it different in the first place. Is there a difference in the responsibility or are the job descriptions different? Well, it is a big question I agree. But at least you should know directly from your manager why is it so? What is the reason why the salaries are different.
Most likely, your manager decided on it based on some facts. It won't hurt to ask him/her. But if it the same description, same work, same department, same place, it's kinda hard to justify the difference. I don't know the situation in your company though so I couldn't help further and the rest could be private already. The only thing I can think of now is tenure. Employees who stayed longer usually have a higher one. Same went as well with our previous work. Hope it works out well with you as well. Take care.
