Who uses Alertpay? Someone give me the scoop

So I use Paypal, but I have been seeing a lot of sites saying they only pay through Alertpay. Who uses it? Is it basically the same as Paypal? Do you have to give them a credit card number or bank account to join? I just don't want to open my accounts up to places I am not familiar with. Thanks for the help.
