He is a Filipino. A singer of a band called Passionista, He is James Ronlad Obeso and his brother (the one wearing the wig) is Rofil.

LOL! It is.. The show is Bubble Gang. I had the chance to see that show once, it was Friday last week and I saw them, they did "Staying Alive" by Beegees and they were hilarious!

i discovered them just recently although i have seen them before in Bubble Gang, and yeah, they are so hilarious! i just can't help laughing while watching their videos! if i'm not laughing i'd be grinning until the video ends. ^__^;; they just look so funny! thei facial expressions are funny! i particularly love their LOW and crankdat videos. i like their wannabe and marimar videos too. they are just so crazy! the videos are insane! 
no wonder Bubble Gand got them to appear in their show. they just got the talent for comedy.
