Is it right to distroy your own rules???????

i have seen many of the responsible persons make rules and regulations for others but they do not follow that rules. they always destroy that rules but force others to follow ...............
Is it correct thing to do................

Sometime the lawmakers are the lawbreakers. But not I, if I impose rules and regulations I expect it to be followed and I adhere to my rules strictly because I want to lead by example. If I myself can't follow the rules I formulated what is my right to require other people to follow them.
