You can get a free trial of Adobe Photoshop; just search for it and results will pop up. I've been using Adobe Photoshop 7.01 for designing, and haven't had any problems with it (I have a full version). It's very easy to learn, and an user would be able to get used to it in no time.

The photo editing software I prefer is Photofiltre. It is a free software that you never have to pay for and has Photoshop-like features. http://www.photofiltre.com/

I don't know if they still have it available, but Jasc used to offer a 30 day or so trial of Paint Shop Pro. http://www.jasc.com Paint Shop Pro is definitely something worth investing in. It's around $100, but if you mess around with pictures/graphics a lot, it's worth it. I got mine cause I used to design websites and I needed it for graphics. If you don't want to go that route, you can download a P2P (peer to peer) program like Limewire, Kazaa, Bearshare and search for Paint Shop Pro/Photoshop under Software.
