Do you think an owner of a Paid To program that scams its users will be charged?

What I mean is, Do you think will happen anything to someone that scams his users (in our days this is most frequent with PTC's and PTR's sites, where admins our of nothing run away with members money). What do you think will happen? Will they be sued? Will members ever see their money? or will the admin make some good holidays with the community profits made from hard work?

I sincerely would like to hope that some sort of charge would be brought against them. It may be an 'online' business but there is no difference between online and off when taxes, laws and rights and wrongs are concerned.
So many talk about 'online' ventures as opposed to 'real' jobs as though they were something from outer space. An online busness is run from an office somewhere in the world and should not be treated any diffrently than any other business in my opinion.
