You do start some interesting disussions! I thought I was giving a police officer a gift for Christmas, becasuse she'd been unusually helpful in a particular situation. I was very nearly arrested for bribery! Obviously, it's a fine line that separates them. Public employees, I now know, have strict guidelines about what they may or may not accept. Many can't accept anything but, perhaps, a thank you note. I guess it's a safe-guard against corruption, but it's odd not to be able to give a little gift to say thanks.

when the person who gave it is expecting something in return, might not be right away but might be in the future when that person needs it and if that favor that he is expecting is something that will put your profesionalism or job integrity in question because of the partiality of the favor that he is asking, then that gift is not a gift but a bribe
