I think it is open for all countrys if your site is in english. I`m from Latvia:) You must have your own website. I think you can write blog too

They cost for place of their banners in your webpages. You can place only one banner on each web page. For each placed banner they pay you 3 GBP. Payments teke place on a 15th and 30th date of each month to paypal. I have placed 3 banners on my webpages and have received one payment 14 GBP and other payment 7 GBP
