I already know English. It is my native tongue (in the American variety).
So why would I want to learn better English?
I work to learn English better so that I can better articulate myself. I want to speak more plainly, more simply, more concisely - to be a better communicator.
The book that is widely recommended for better English writing is Strunk and White's The Elements of Style. It talks about "rules of usage" (punctuation, pronouns, etc.), "principles of composition", form, misused words and expressions, and style in general.
I want to learn better English so that I can be a better communicator. Why would you like to learn better English? And what resources are you tapping to reach that goal?

A wise person knows that learning in all things is lifelong.
Or, that you must "use it" or "lose it".
You want to learn basic English.
Do you use an online translator? Or do you read and write on your own?
Communication is a good goal. Cheers to you, too!

Its like the joke...
An English teacher came up to me and said, would you like to join the English as a second language class? It is good for those who want to learn English as a second language or those who want to speak English more better.
It is true, English is my native language, but nowadays, with all of the "slang" going into dictionaries, and they way people speak changing into "street talk" it seems, that everyone has more to learn.
I was reading something somewhere, about it. Saying that
from job interviews to schools, English is becoming weaker, because people are adapting to the "slang". I think there are ways to talk to your friends, and ways to talk to those in authority, such as your boss, your teacher, parents, etc. People, however, seem to think it is ok to talk to anyone anyway. I think more of what we need it RESPECT classes....=)

Thanks for your reply, stacyv81. You add an interesting thought into the discussion, that someone would want to learn better English in order to be more respectful. (It would be like a groom showing up in jeans and a t-shirt to stand next to the bride in her $1,200 wedding gown... something just does not seem right about the picture.)
Somewhere I read an article about a connection between a person's language abilities and how far they were able to go in life. I can't remember the link, but the article was an eye-opener...
