how to make a review..?

This is simpler to solve than you might think. Whenever I've got this message I've just added a bit more to it, say another few lines or paragraph and it's gone through. Just keep adding more until it lets you submit! As far as I can tell this message just means "your review's not long enough." That's really what they should say in their message, as saying it's not valuable is just unhelpful and misleading!

I've never been rejected by review stream. Just feel free to give your personal views.

i think each organization has a certain standard on every thing it expects to be done. make sure you have followed the format of the review given by them and use the language of high standards. may be if you use formal language, it may not be acceptable to them. try these things. you will succeed.
