can man stand without culture

i was wondering if there is any places without a culture.if there is a place please tell me and i like to know if the man there stands with values

I don't think culture dictates a person's values. The values of society determine its cultre, they are the backbone of a culture.
Culture IS how a society behaves, as a whole, and therefore I think it's impossible to have anywhere without culture. As soon as you have something, anything that you can attribute to a society or a group of people, it becomes their culture by definition.
