Hey I have pc with above (in subject) configuration is it enough to make Java programs or not

I think this is Enough to Develop and Test Java Apps. If you've doubt about this issue you should check your Developing and Testing tool's minimum system Requirements. if the minimum requirements sound's good to your system configuration then it seems to be good.
