Only 4 ads to click in Neobux?

There are only 4 ads to click in the Neobux. Do all get only 4 ads or due to my country reasons i am limited to only 4 ads. Please tell me soon.

I personally get 6, then I check back throughout the day and get more. I usually adverage 11 a day and I am not upgraded yet.
