Well, I live IN the US, and I've never needed one. My ATM card works around the world, and Paypal are quite happy to send me money to my non-US account.
Given you'd be requiring various personal information to set them up a bank account in the US, and the quasi-legality of doing so in the first place, this screams 'scam', to be honest.
