Hey I m getting mad about website design......but cant just know
scripting which scripting language is sufficient to take every type of dynamic content...which is best tool for designing web site....

i tried designing a dynamic website once using AJAX and ASP...i foud it to be quite easy...you can also try themm....

Your candid confession has compelled me to guide you through the right steps. For learning about website design, it looks like you have some form of HTML knowledge.
Basic website, designed with HTML/CSS looks great. So, at the first attempt you must set a limit on what you want to design.
Build a simple HTML/CSS site. Use easy to learn w3schools tutorials. Next add some design/ fancy elements with touch of Javascipt.
Done.
Once you are conversant with HTML/CSS websites, take two/three months to learn PHP/MySQL. Do not ignore security chapter as hackers may eat up your content. Now add interactivity to your website, or develop a dynamic site as a whole.
It takes sometime to develop a good site, but once you have acquired the art - you will not find it difficult anymore.

There is a diference between a static site and an dynamic one and a flashed one. The static site is made only from pictures and text. About the flashed site I can say that it is made from pictures animations and text. But the dynamic site is more complex, it is administrated online , like a forum .... vit users ... but not only ... after creating the dynamic site, you (the administrator) can create/edit/delete pages, pictures, texts. So for a dynamic site you need to know HTML language profesionaly but you have to learn the PHP language.

Second, i think the best way is using PHP, the Design side is easy... you can choose a templates from www.templates4all.blogspot.com there is a Several Templates from Web, blogger to a CMS (Content Management Scripts) Templates and Scripts also, which can Give you a more Help and a plus to make a Great website ;)
You use your Imagination with the Design, but the most important is the content of Your Website ...
You ask also with the Best design tool to use, simply use Photoshop.
