Rooster crowing keeping up the whole neighborhood. Please Help!!

We have experienced rooster crowing waking us up for the past few weeks. At 430 am I called the police to investigate now that I know what house it is coming from. I got a phone call at about 515am from an officer saying that he found 3 roosters in a tree on the property and they are not considered pets if they are not tied or in a cage. This means they can't knock on doors to investigate and the roosters are considered "strays." He said the Humane Society has to set traps or someone needs to shoot them with a BB gun. This is in the middle of a densely populated area and the law here is that you can't have more than 2 chickens on a property. I thought it was only one chicken making all that noise! Any suggestions on this? No I do not own a BB gun.
