I don't have a debit Mastercard from Paypal. I have had a paypal account for a long time but never got a card.

Sure, it works just like a check cashing card. You can use it anywhere you see a mastercard logo. It's nice to have because if you make money through ebay or if you work somewhere that pays through paypal it's just like having easy access to ur bank account. Hope that helps.
