how to read abbr and personal names

hi
I'm a english beginner and i can't read a word without phonetic symbol.
Yesterday i try to read some news, but there are many abbreviation and personal names
that like Fatah, Maqbool so on.
In the dictionary i can't find that words.
Could you tell me how to read that words?
