Why the Philippine Gov't. dont have any Scholarship for Undergraduates?

I just noticed that our gov't. don't have any program about scholarships for undergraduate specifically those who are in their senior or final years in college. If its hard for the graduates to find work, it more for those who did not finish it, I guess they should also put emphasis on this because a life will absolutely change if someone will complete his course or degree. I mean if they were able to send a fourth year high school to college then why not an undergrad who had already started but unfortunately unable to pursue college because of financial difficulties.
