Expose three Inches of your underwear in public and get fined $25!

Came across this on a mini-poll somewhere - Apparently local leaders in Lynwood, Chicago have ordained that anyone who exposes more than 3 inches of their underwear in public will be fined $25. I think this is hilarious
A scenario that popped in my mind is one of those teens with their trousers hanging half way down their hips and boxers on the show (my younger brothers when they were still going through this phase used to call it balancing which is apparently quite cool!),how would they get these people to pay $25 and even then and more importantly, how will they measure three inches of someone's underwear on show and who is watching out for these and doing the fining?
Have you come across this fashion craze/statement? Do you agree with this measure for these people to be fined for this? Would you welcome this in your own community or do you already have something similar in place? Or do people just not do this in your area?

Oh we've had this going on for years already! This is not
something new. It's been the "fashion" forever. The boys
just love it. The more they show the better. I just can't
understand how they can walk around with their pants falling
off like that. It doesn't look comfortable. It just makes me
want to say "pull them up already!" Yeah, I want to know whose
gonna measure and ticket? If you don't pay the $25 ticket
you go to jail? Come on now-the jails will be full of underwear
offenders. How stupid! Make them wear a belt!

I am in favor of this. I do not care to see someone's nasty greying shorts exposed. It looks as if they never change their underwear. It is even worse when the person is going around trying to hold their pants up. There is nothing appealing about that style at all. This gives a whole new meaning to the term "fashion police."

Haha 'Fashion Police' indeed They've got their work cut out for them for sure! I suppose this includes those who walk around exposing their g-strings and thongs too
