Unfair Work Practices?

I got a phone call from my mom today and we got on the subject of immigration. Neither one of us oppose immigration but my mom was telling that in Oregon there have been a surge of mexican men and women joining the fire departments (again this is a good thing!) The thing that she told me that I couldn't figure out was that they have been firing the managers and supervisors that do not speak spanish. This seems unfair to me. I would think that they would either teach the new hires english or pay for the supervisors to take a spanish class.....better yet do both. That way everyone in the departments can speak to a wider variety of community members. Do you think its fair to fire a person because they don't speak a foriegn language?
