I think it should be both, especially if they are married. Marriage isn't about ownership it is about being partners and working together to make this work. One should not be dominant over the other. Now to contradict myself, sometimes people want/need that kind of relationship. They want someone to tell them what to do and when to do it. In this case, it just depends on the people involved in the relationship.
