PTCworld.co.in is a fraud or not?

Dear Mylotters, i have a problem with one of indian PTC site named ptcworld.co.in Their minimum payout is .015$ and I have earned it in the very first day and requested for the payment on August 1st. 7 days has been gone but they have not paid or even not made any contact with me via mail. The funniest thing is if I browse that site from my PC (the same ID from where I have enrolled their site). they dont show the site but an error message. But I still can reach the site from other computers having different IP. Now I am a bit confused that if they are really going to pay me or nothing but a scam. If you have any experience than please let me know.
