The new Paypal top up card

I was sent a invite to apply for the new paypal top up card which i thought would be great,as it allows you to withdraw funds from a atm the next day or top up your paypal account with cash, but for 2 weeks now ive been having trouble with the website and also a error message when i apply saying either i have a card already or they cant verify me (i dont have a card confirmed by paypal and my account is verified)After 2 weeks i still have no answer from paypal why i cant have a card is anyone else having problems?
