Prievilages for the blind people...

I met my uncle today and felt very disappointed by seeing him, as he is blind and is living his life like a normal person though by working hard. I know that he was blind but it was touching when I met him today. I mean while I asked him about the prievilages being given to him by the Govt. like waving of bus fare etc and came to know that he can travel without any fare alone. His escort had to pay the ticket and the waiving of the fare was only in some selected buses, not in Volvo or Luxury buses. What do you think should Govt. do to further help them. Post your ideas and suggestions.
