care package to Iraq

I would like to know the best way to send a care package to southern Iraq. I tried to send items through UPS, to my daughter, who is Southern Iraq. It made it to the doorsteps of her homebase is Cherry Point, NC. UPS wanted her to sign for it, which was impossible, she is deployed. She tried to have a comrade sign for it, but it was to late. It was sent back to me. It is now just sitting in her room, 60 lbs. worth. I contacted USO, and they suggested to go through the good old Post Office. I am sure there is another way/route to send this to her. I would really appreciate your information.
