I have a friend just like that. We live in the same building she will call or come over all the time. after she is at my place she gets up to her place and calls me just to say thank you for having her over.

If she is a friend then you should be able to tell her that you just don't do the phone thing very well. And just say we are gonna need to limit these calls to once a day, or once a week. I am the same with people "dropping by" my residence. Some friends think its fine if you are in the area or whatever. But I kindly tell my friends in general conversation that this is a pet peeve of mine and if they do it, they will have wasted their time because I will not even respond to the door if I have formally invited someone over.

Instead of telling her not to call you, advice her to keep the conversation KEEP IT SIMPLE AND SHORT. And always maintain the conversation on a particular topic. Once all the details exchanged ask her to hang up the phone or else you hang up. Repeat this till the desired effects is achieved. Patience and Persistence pays.
