I think GIMP already replace its counterparts a few years ago. It capable to do most thing as it's counterpart. I switch to GIMP a years ago. The hardest time is when I have to get used with mostly new GIMP interface. It took no less than half year to make GIMP as my 1st graphic tool.

GIMP doesn't have some features, like the ability to split an image into sections for web layouts. With the extra features provided by plug-ins, GIMP can do some splitting, but it can't do anything advanced. In that regard, Photoshop makes splitting images easy, and the feature is built into the program.

I think it will actually replace photoshop one day, but not soon. Currently every professional artist uses gimp and that for a reason. Photoshop has the money to not only develop the software itself but to also think about psychological stuff like fast and intuitive UI. Therefore Gimp is only left with most of the hobbyists who don't even know what they want exactly and even if they would, most of them don't know how to write addons. So until photoshop doesn't reach a level where they cannot improve as vastly as they do right now , gimp won't have any chance to catch up.
that's all IMO of course :D

I think it could replace Photoshop in few years because Gimp has open source and allows developers around the world develope it. I don't know how many developers Adobe has for its Photoshop but I think it will be less than the amount of developers Photoshop has. And Photoshop should be released on Linux too (sorry if I'm wrong, I dunno if it's already) because will become more and more popular all the time.

GIMP won't ever replace photoshop in my opinion.
Many people work on improving photoshop. It has the best user interface for me. It suits really nice and all the tools are ordered the way they have to be!
GIMP also doesn't have enough functions to kill his opponent - Photoshop!
