There are lot of places where you can get your own URL for free or at low cost.For free you can get only subdomain with free hosting (for instance yourname.freehosting.net)and for low cost you get TLD (top level domain for instance yoursitesname.com.Lowest price is for .info domain(about $2)and about $6 or more for .com domains.First of all you have to register your TLD and you have to pay for this,but once you registered your TLD you can host your domain with free web hosting provider.With subdomains everything is free and very easy to setup.You can visit my website(link is in my profile)where you can find some free web hosting providers reviewed.

I tried registering an account at dot.tk. They give away free domain names ending with .tk for you to use with any hosting site that allows you to add your own domain. The only drawback is that they will display a banner on the top of your web page.

If you look on my profile to find a small flashing banner - that will show you a site where you can get a free domain ending with co.cc You can use your own custom domain with your blog or website and you can create customized email accounts. I haven't used mine yet but it's not difficult to set it up.
