From what I have read, it is an add-on to your car wherein
you can save gasoline.However, I still searching on the
effectiveness of this add-on.
Some people think that it is a parts that will be installed
on the car and will affect the original engine set-up, but it is not. it is just an add-on.

Here I am trying to answer a question I thought was of pure chemistry which is my forte when I realized it's a different H2O so I guess I have no idea
