Identity theft crime increasing

I am one of the victims, somebody has been using my real name sending spam emails. I have reported this time and time again but no result and nothing is done. You may think that identity theft only happens to those with money and fame, well guess what I am just regular person trying to make ends meet. What I don't understand is that nobody does anything, as if they are waiting for some new law or regulation to act on. In my case, someone used my email address on yahoo that contains my real name, to send spam emails all over the world and yet when I reported this to yahoo, all they are saying is that they are investigating it and they can't go further because this person doesn't really access my email account he just copies and pastes my email address as sender. But since my real name is used on these emails, I can't help feeling trapped and I am thinking not to use yahoo email addresses anymore. Do you have similar experience? Maybe not emails but something else? Is it solved? or do they just leave it hanging like yahoo did?
