You should get the credit card statement first. In that the transaction of PayPal will be mensioned with the 4 digit code. Once you have that code with you login to paypal and go to very code, place these code and your account will be verified also those charges they have put on you will be credited bak you.
Its not pending with PayPal, in this stage its pending from your credit card side, i mean you should get the Credit card statement first or check it online in your credit card online banking.

Ya In the bank Credit card statement, it will be listed all your Credit card transactions and purchases. In that list PayPal Transaction will also be listed also this 4 digit uniq code will also be mentioned. Use this 4 digit code to verify your PayPal account. If you have online internet banking account for your credit card you can check right away it will be listed by this time.

check your paypal account and you'll see the reimbursement there, it won't be reimbursed in your credit card but it will be in your paypal account. if you can't see the $1.95 in your paypal account send them a ticket about it and they will credit your paypal account with the amount. it happened to me and in about 2 days i alrady have it back in my paypal.
on the other hand, regarding your bank account charges from paypal that is a bit strange unless paypal charge you with a fee for the verification but that's not suppose to be the case. they will only charge your credit card with $1.95 worth for verification. so it would be wise to open this up with paypal if they charge more than $1.95 or there was additional charges they made. i was thinking too that this is your bank's charges but not quite so sure. when i had mine verified with my credit card, i only have the $1.95 charge and nothing else.

you are most welcome..!!
that's the disadvantage of having no access to internet banking, that you cannot check your account anytime you want it. so you just have to wait for your statement and once you enter the 4 digit number, paypal will automatically credit it in your paypal account within a day or 2. in my case it is just within day, i already opened 2 paypal accounts but i have to close the first one before i could make another one coz that's the policy of paypal. (i was just having some problems with the first one)

hello ira, ahm i think its hard for a student to get a credit card unles sits either your mom or dad gets it and makes you one of his or her supplementaries.. you can have one but under their name and billing statement.
mine is from metrobank.. they are very prompt in sending my credit card statement monthly
