I think you need to report that writer to Helium for violating the terms.
From what I have read in the community forum, flagging only notifies the writer of something they need to be aware of.
There will be a channel steward you can contact with the information you have found, if someone is duplicating content in one particular channel.
You can ask in the community forum for furher advice or help if you need it.

It appears after the helium site revamp, the flagging options that used to go to the writer has been removed( spelling, grammar etc) as it was decided that flagging was too unfriendly and that the "feedback" option should be used to feedback to writers. But thanks for your answer :)

I don't flag. I trace the article and send links to multiple articles which are the same to content@helium.com and let them do the work.
