should terrorists be given a chance or shoot at sight?

wit terror strikin al the parts of the world.. its jus not catching a terrorist but wat punishment should he be given to teach a lesson.. a lesson so that no one will dare to play wit other innnocent lives... capital punishment? life sentense? or said number of jail?

they must never be given a chance as they are doing wrong things. they are taking innocent lives. they should never be givena chance. this is what i feel.
