I am building a website blog (it will be ready next week) and wanted to know if I can post the url here? I am new and do not want to break any rules.

I think if you post a topic like..This is my website..would anyone like to see.. OF course it also depends on what's on the website.. I don't see any harm in it..if you want to announce your blog and invite others to visit;)+
