Would you change jobs after 13 years?

I have been at the same job since I was 18 and I am now 31. There is a chance for me to get a better job (more money and state benefits), but I am scared to death of leaving the familiar. Starting over and learning a new program is why I am having doubts. Would you leave the familiar?
