Daughter doing a fund raiser at school already.

I live in North Carolina and we just last year I think it was got the lottery which was supposed to support education. School lunches go up every year (this it it is $2 for lunch). The school system for the county I live in was just rewarded a $6 million grant divided in 4 years. So this year they get $1.4 million. Plus they do boxtops for education all the time. Plus school dances that cost $5 for her to go to not including food or drink she might have while there. Yet on the 3rd day of school my daughter brings home 2 fund raisers. So I wonder why they need fundraisers when they have all the money from the lottery, school lunchs, dances, boxtops, and grant money, plus more I don't know about.
They aren't even good fund raisers. One is these little cards for $10 each good for 1 year with about 10 places on them they give you a free drink if you buy a meal. And the other is for pizzas. Six french bread pizzas for $16.
