you can use both to perform appregios depend on style and tone that you will want to produce. For example, hard rock/metal stuff mostly use plectrum to achieve the fast and mean appregio like malmsteen. example of appregio using fingers is in sultan of swing by dire strait.

It depends on the tone quality you want when you play. Plectrums come in several widths, each one produces a different tone and volume. The thinner the plectrum the sharper the tone. On the other hand, the thinner plectrum doesn't get as firm a bite on the string, which means a quiter, weaker tone.
It also depends on what the plectrum is made of. Nylon, plastic, different metals and woods are all available, and produce different tones.
Bare fingers produce a more muted, but strong tone. If you do your arpeggios with fingerpicks then the same rules apply as above.
As for speed, you get proficient at what you practice. If speed is what you are after, pick one and go with it.

It all depends on what you get used to! I use a plectrum when I perform in front of an audience because I got used to it all the years that I have been playing! But when I am at home, just playing for friends or by myself, I just use my fingers, because I don't have to control the volume of the string!
I don't think either is really faster, because you can be fast with a plectrum or fingers, either one!
