TargetRefs, ProgramRefs and SimpleRefs

After reading a discussion on MyLot on getting referrals where some MyLot users recommended TargetRefs, I did some searching and turned up 2 other sites with the same wording, layout, everything, ProgramRefs and SimpleRefs. Can someone enlighten me why this downline building program has so many sites?
