Your thoughts on Paid to Sign up system

I have joined recently some of this site and was observed some thoughts that I need to gather your own opinion about this. They are offering some sites advertisement that when you sign up you will get paid for about $0.20. Ok, then let say we did sign up one, after that you will notice that the site when put your sign up site into pending status and will have a message that you need to click the ads from the site you have sign up and will received your $0.20 after you have clicked 20 ads, hey, 20 * 0.10 = $0.20 isn't it? So, I think the owner of the site will earn from you as a referral so the $0.20 that you will received is the activities you have done also from the sites you have sign up, Am I correct? But this good, because you earn twice, $0.20 from the paid to sign up site and $0.20 from the site you have sign up. What is your opinion about this?
