More than 110 million of population in my country, and it is still growing.. growing.. the ID system that you have stated is really good thing, but i feel that it will not work for the Country like India, with a staggering population.
Also the Developed countries like Kuwait, which is though small, could afford to these unique strategies, and here in India..when the basic essentialites of an Individual like Food, clothing, unemployment and added to this, the natural disasters like flood, drought, etc has taken the center stage..and naturally the main aim of the government will be to tackle this one only.
Any how, i wish my government will also follow the system..
Take care friend.

Hello iyah10,
Do you mean Identification Certificate? Here in Malaysia, each of us has our own ID. There will be no two persons with the same ID as the number contains of your birth date, your place of born and the last will be your special four numbers. Locally, we need the ID everywhere we go. The passport is only for us to travel internationally. As long as we need to verify our transaction in any government departments, we need to bring along our original ID.

Here in USA, we do not have and National ID Card, but we do have a Social Security Number that stays with you for life. Primarily used for tax purposes and retirement benefits, it is now used in banking and credit reporting. Sometimes, it is even on our Driver's Licenses, depending upon the state. This number now has to be kept private in order to prevent identify theft which is becoming a big problem here.

In Australia a few years ago or more they openly discussed the introduction of a National Identity Card along these lines but it never ended up going anywhere. I think most people did not like the idea of this at all. We all have tax file numbers though that never change throughout our lives but these don't get used for very many transactions overall. It all sounds a bit too "Big Brotherish" for me to be honest!
