Can a person have multiple paypal accounts?

I was wondering if I could have two paypal accounts. A few months back I by mistake converted my personal paypal account to a premier account. Though I haven't received any big payments, I've come to know that I'll be charged a fee whenever I receive payments on my account. There's also no way as I see it to re-convert my account status. For sites which mass pay, there's no fee as they pay the fee too for us but the sites which do not mass pay their customers, the fee is levied on the account holder. The other day, I friend if I could hold two paypal account. He said that it was possible but he didn't sound too sure. Can someone help me out on this.
