Can a person have multiple paypal accounts?

I was wondering if I could have two paypal accounts. A few months back I by mistake converted my personal paypal account to a premier account. Though I haven't received any big payments, I've come to know that I'll be charged a fee whenever I receive payments on my account. There's also no way as I see it to re-convert my account status. For sites which mass pay, there's no fee as they pay the fee too for us but the sites which do not mass pay their customers, the fee is levied on the account holder.
The other day, I friend if I could hold two paypal account. He said that it was possible but he didn't sound too sure.
Can someone help me out on this.

I have 3 accounts out of which one was limited as they said a third party tried to access your account and some rubbish the other two are working fine till now.

i have actually two paypal accounts but the one is verified and the other one is not.. so if you just ask about the person can have a multiple account so i say it to you it is really possible but verifying your account that would i don't know about it..
