doubt in PTC using mobile internet

HI Friends..... when using PTC SITES.....i know that they will log our ip address..but when we login in PTC SITES..Using other computers..then they l ban us.most of us use broadband in home...... one of my friend uses mobile internet,and if he uses that mobile internet in any other computer means....then how ip will be logged...any other ip..??? and will he get banned...???.plz clarify me friends........
